The origin and the character of the festival
To develop a comprehensive arts festival that citizens can willingly participate to draw citizen's participation and create harmony in a city which has no cultural or arts facilities and also where culture had not been considered important. In addition, it will raise the pride of Uiwang citizens.
Differentiated arts education that can be experienced nowhere else .
Present an opportunity to experience arts and culture in person to citizens by operating a play and field camp.
Producing an open stage that citizens direct by themselves by offering an opportunity for citizens to present their ability publicly and show the efforts they put into through daily citizens' club activities and practice.

Arts Education Camp: providing classes on magic, pantomime, family singing, reciting fairy tales, Nanta, and Melody Bell
Arts Play Camp: mud play, mud wall painting, finger painting, placard painting, Painting the Citizens' Wall illustration
Arts Experiencing Camp : Wielding a brush, Writing a wish, Face Painting, Rice cake Making, Making my own Books, Ballon Arts, Painting Portrait, Making dyed Flag, Press Flower.
Contests : Composition Test, Test for painting and for cartoon
